Andorra la Vella’s town council will introduce the role of an “agent inspector” early next year to address uncivil behaviour in public spaces. The initial team will consist of two inspectors whose task will be to warn people who act inappropriately; repeated offences will be referred to the circulation (traffic) service, which will apply sanctions.

Councillor for Social, Youth and Citizen Space Maria Nazzaro said the measure responds to the limited effect of previous awareness campaigns and a need to step up enforcement. She stressed that incivility is not limited to littering but also includes businesses that do not comply with terrace rules and any behaviour that obstructs public thoroughfares.

The inspectors will work jointly with members of the circulation service so that after an initial warning, cases of recurrence can be processed through the existing sanctioning mechanisms.

Members of the seniors’ council raised particular concern about electric scooters and bicycles using pavements and other crowded areas. The municipality has identified specific zones where these vehicles circulate inappropriately and plans to create dedicated routes; where suitable alternatives exist, passage by scooters and bikes will be prohibited. Mayor Sergi González proposed a social media campaign to explain the rules and provide clear guidance to users.

To improve communication with older residents, the council will set up a WhatsApp channel to share information about activities and services. Informational leaflets will be produced and delivered to homes, and information panels will be installed at Casa Pairal for those who prefer printed materials, councillor Guillem Martínez said.

The measures form part of an ongoing effort by the comú to combine awareness actions with clearer guidance and stepped-up enforcement to reduce incivility in the parish.
